Kim Westergard

Kim Westergard proudly serves as Mayor of the City of Shelley, bringing with her a deep love for the community and a lifelong commitment to service. A fifth-generation Shelley resident and graduate of Shelley High School, Kim is rooted in the traditions, values, and strong sense of community that define the city.

Before being elected Mayor, Kim served 12 years on the Shelley City Council, including time as Council President. During her tenure, she worked closely with multiple city departments, including Parks and Recreation, Public Works, and Building Inspection, gaining valuable experience in city operations and infrastructure planning.

Kim is also a small business owner, having operated her salon in Shelley since 1997. Her decades of experience working directly with residents have given her a unique understanding of the needs and perspectives of the community.

Throughout her years of service, Kim has been actively involved in numerous local initiatives. She is a co-founder of the Heart to Hand Food Pantry, has supported downtown beautification efforts, and has worked collaboratively on projects such as the development of new tennis and pickleball courts at Brinkman Park. She is also a strong supporter of local schools, public safety, and community volunteerism.

As Mayor, Kim is focused on maintaining Shelley’s small-town character while planning responsibly for growth. Her priorities include strengthening infrastructure, supporting economic development, enhancing communication and transparency, and fostering opportunities for community involvement.

Kim and her husband, Brett, have four children and a growing number of grandchildren who keep them busy and connected to the future of the community they love.
