Procurement Proposal Specialist

ECS is seeking a Procurement Proposal Specialist to work Remote.
ECS is seeking a motivated individual to join our growing Contracts and Procurement organization as a Procurement Pre-Award Specialist. This position is a key contributor towards meeting corporate growth targets.
Draft and negotiate high volume of Non-Disclosure Agreements and Teaming Agreements, and provide regular status updates to requestors as needed;
Participate in proposal kickoff meetings as well as regularly scheduled status meetings;
Review solicitations for requirements, risks, and issues;
Propose questions to be submitted to gain clarity of a solicitation;
Provide recommendations and guidance to the proposal team;
Draft compliant Small Business Subcontracting and Participation plans;
Issue RFQs to subcontractors and vendors;
Negotiate subcontractor prices to support price to win strategies and conduct price analyses;
Issue Consulting Agreements for proposal support;
Support post-award procurement activities in between proposals;
Other duties as assigned.
Bachelor’s Degree in Business Administration or a related business discipline, or the equivalent combination of education, professional training or work experience;
7+ years of industry experience with Federal Government Contracting and Subcontracting;
Experience with CPSR;
Experience supporting proposals and providing risk mitigation guidance to proposal team;
Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and SharePoint);
Familiarity with Federal Acquisition Regulation and its supplements, as well as the Uniform Commercial Code;
Outstanding organization, communication, and negotiation skills;
Excellent time management and customer service skills; and
Ability to execute tasks independently as well as operate as a collaborative team member.
